I have a permanent ileostomy and still have a rectal stump and am having issues with bleeding and mucus discharge, fissures, and hemorrhoids, and it's all causing me a lot of pain.

I also have a permanent ileostomy. I had mucus discharge and severe pains from the rectal stump they left in me as well. I would say any bleeding is not a good thing. It could be from the hemorrhoids or something else. The rectal pain I experienced was so bad I went back into surgery 22 years after my original ostomy surgery to have all of the rectum removed. I have never felt better afterwards.
